OMG, I found Buddy's previous owner last night. Four doors down. They moved here, and Buddy kept escaping to go back to his old home. The man could never catch him. The chip was tied to the old house. He has to talk to his wife. I guess she misses him. Dammit, they didn't put flyers out, and I canvassed the neighborhood looking for his owner. Didn't expect to find them three months later. Now I wonder if they want him back.

Not sure here. They didn't contact the shelter, which is their policy. I could see forgetting to change the chip info after a move, but not after the cat went missing. Dammit, this sucks.

See if you can work things out non-legally first, and then if you can't, fight.
When I rescued Polly when she was abandoned for days by her previous owners, they never asked for her back. It was weird and awkward, but they were bonkers, so.......anyway, it all turned out well. (Except for all the butter she's eaten over the years.)

Lol @ butter.
I did show the guy pics and videos of Buddy and the guy seemed relieved to know someone was taking care of him.
I could totally see him trying to go back to his old place. He is so dog like sometimes.

I've had a couple of dogs end up with me like this over the years - people right there in the neighborhood who had to be seeing their dog around, yet they never said a word to claim it - as you say, weird and awkward.

Being involved in animal rescue has not improved my perspective on human behavior.
Although in some cases, people have been wonderful.

RCC I'm so sorry. I would fight to keep him. Flyers were the least they could do and you've taken such good care of him.
My fat thumb will make mistakes.

I think it'll turn out ok. I updated in Say It. I'm not 100% but I feel better. I can't give up my fluffy pal, not with knowing they could've looked harder.

RCC Who on earth loses a pet but doesn't think to check with animal shelters? Especially when the animal is chipped. Even if they took care of him well, the didn't look hard enough so in my opinion he belongs with you.
My childhood cat Devil would walk 2 miles to our old house. He was an outdoor country cat and didn't adjust to being in the house when we moved to town. We finally just let him go back and the people in the old house and the neighbors took care of him. I was heartbroken tho.

Yeah, that's part of why I don't get how they say they missed him. After they quit seeing him running around, you think they'd check the shelters. Even if someone wants to keep a stray, they'd (if they were doing the right thing) take the stray to get scanned. Buddy first ended up in a shelter because he was a chipless stray. I guess he has an escape artist sort of history. Crazy kitty.
