Depends on the horse. Tucson only likes being groomed in itchy spots - particularly his forehead and around his ears. Ellie thinks being groomed is heaven. I've never had a horse so enjoy it, and she's so young I expected her to be impatient about it - the first time I groomed her the longer I took the more content her expression, and the happier she was to just stand there. In her case it doesn't even matter what I'm using on her as far as the various grooming implements - metal blade with teeth to free up loose hair, massaging rubber curry or a towel for shine. The other two horses are fairly indifferent to it.
