Bc you are petite, you should be able to find tons of stuff at the cheapy mall teeny bopper stores...it is prom/wedding season after all.
Not suggesting a prom or wedding dress. Just saying, lots of girls and women need dresses, all kinds, this time of year.
I'm thinking something like a black or jewel tone loose (no waist, NOT form fitting) just-above-the-knee, knit tank dress w/ rhinestones. You see them all day long at Deb, FXXI, Maurice's, even H&M.

I recommend checking out the second hand stores. Look in all size ranges. If you can sew, you may be able to alter a large size gown into something special. I've found dresses and sweaters with great appliques or sequined areas that can be re-used.
In general, I actually seem to find great clothing when I'm browsing and not shopping for a specific event. Especially at end of season sales.

Yes. I really do! thanks for your help, i really do appreciate it! I hate shopping! especially when I have no clue what I'm looking for or I might have to buy on line and its no gaurantee the dress will fit. I hate going to the taylors. I went once it was was a horrible experience! I've been scared emotionally!!

I haven't read through all of the replies, so forgive me if I say something that has already been mentioned.
I don't think it's pertinent that you wear a gown to this event, especially since you'll be working. If you find that a shorter cocktail dress is more comfortable, then, by all means, wear one!
You also stated that you'll be handling some of the dogs. If you're worried about picking up dog hair, look for a dress in a slick fabrics, such as satin. However, most slick fabrics are more difficult to clean stains out of...so keep that in mind! If you go for another fabric, try this little trick: dampen a sheet of fabric softener and rub it all over your dress. This should help to repel the dog hair. No matter what you decide on, though, be sure to pack a small lint roller in your clutch!
Also! Try not to pick anything to too many frills, sequins or thingies hanging off of it...you don't want to pups to get their claw caught on anything and snag your dress!

Haha, absolutely! It's so simple! It comes to you dry cleaned (although I had mine cleaned again...just to be certain), and when you have to return it, you just put it in the pre-labeled bag that they send with the dress and stick it in the mail.

I would love the orange if it was shorter. I could see a puppy totally making me trip!
Who ever thought of renting out dresses?!?!?! I'm still trying to wrap my head around it.
I'm really falling for the one shoulder dresses. This is one of my favorites:
