Maybe it is just my screen but I have never seen Army uniforms like the first one. They have never been that bright. They are much more subdued in color, like this one:

I like the skirt in the original post and think if you can pull it off, go ahead and wear it. The Army, Navy, AF, and Marines don't wear uniforms like that anymore. I tend not to like camo as a trend for clothing because when you see it all the time, it stops being interesting. But if you don't live on a base or fairly close to a base, you will be fine.
