Can we get a lawyer up in here?
I think you should moon him.
If you live in an apartment go to the management or landlord. You may not be the only one affected by this guy & his toy. If enough ppl complain you never know what the outcome will be.

Yes, I was right above. See page 2. But it would be the land owner who would need to enforce this if the peeping tom doesn't voluntarily cease.

If It's legal action you're looking to take, I think there are more informative avenues than NC to get answers to your questions.

It made me back up further into my apartment.

I'm not certain the helicopter has a camera, but he flew the plane the other day with special goggles that were connected via wire to this huge briefcase thing, and he never looked up at the plane once. He just stared straight ahead unmoving with the goggles over his eyes.

Today, he had the goggles attached to the briefcase, but it seemed that he just had them on his forehead, as if he didn't want to take his eyes off the 'copter. Then he suddenly stopped and put it away...which also makes me think he saw me.

Our property manager can't do anything about what someone does across the street on public or gov't owned land. And, though one of our "esteemed" members here thinks that I live my life only by the information I glean from the curly board, I am actually waiting to hear back from the local Flight Standards District Office, after having spoken to several people at the police station, the Association for Model Aeronautics, and the FAA at the airport. One person at the FAA told me that he was aware of the type of aircraft I was talking about and that it was relatively new, so there were probably no laws on the books yet. I don't mind setting a precedent. Clearly, iroc, I don't need your snark-infested "advice."

The funny thing is, this guy is an engineer who works with airports, so they probably know him and probably called him and told him that people were complaining about him!

As for hubs, he wasn't home, but he immediately told me to call the police...I believe I posted that upthread or even in the OP. I'm just not one to always run straight for the police. I didn't think it was in their jurisdiction necessarily. I just wanted to do some research before I started sounding the alarm.

And, lastly, I'm not confronting this guy unless that's my only option. Where have you people been??? People are nucking futs!!!! Did you not read my recent laundry room incident??? And that was over 3 socks and 2 pairs of undies!!!

What kind of place is across the street? Like a park or something?

I can understand your discomfort and I'm not trying to be rude but I have a few questions.

How do you know there's a camera on the thing and how do you know what the goggles do?

There could be several other things he's doing. As an engineer at the airport maybe he's running some kind of simulation, maybe it's a new kind of super nerd video game and the goggles are the "screen", maybe he's testing a prototype of said super nerd video game and he will someday be a millionare.

I just don't see someone trying to be a peeping tom all out in the open like that. And I bet he'd tell you all about it if you said "Hey, whatcha doin?" the next time he's out there, I'm sure he'll geek out all over the place to tell you about it.

Yes, those engineers are an interesting bunch.
Let me do some research and see what I can come up with.
If It's legal action you're looking to take, I think there are more informative avenues than NC to get answers to your questions.

I'd also suggest if you come here asking for advice, you should expect to get quite a lot of different replies, so you just might want to calm yourself down some, 'kay? Honey?

Anyway, sounds like you have figuring out the situation pretty much under control!

Good luck getting some answers.

This may have come across as a bit snarky:

Wow, this place scares me.

Anyway, here is some information I was able to obtain.
I hope it helps.

I donít think an amateur would have a camera on a radio controlled helicopter or airplane with much of a zoom capability. If it spends more than a few seconds hovering at the level of her windows, she should document everything: how often it happens, how long it hovers, how far away it is, where it appears to be pointing, etc. Tell her to take pictures of the helicopter when she thinks itís looking at her and take pictures of him while heís controlling it (but now whose the peeping tom?); donít think the airplane could be used for any peeping.

You know my thinking: itís all about what you can prove to the cops and/or the judge.

Assuming itís legal for him to be flying it he can have a camera and see whatever he wishes. Sheíll have to prove that heís spending unreasonable amounts of time pointing it in her direction vs. just playing around with it.
I'll come right out and say it. I think you're overreacting. What you know is a neighbor has a remote-controlled helicopter that may or may not have a camera, that he is flying across the street from your building, at approximately the same height as your 3rd floor apartment (which, to my naive self, sounds like about the height you'd fly that kind of thing at). You also know the guy has a remote-controlled plane (probably way less useful for peeping), indicating he has a general interest in RC aircrafts. You have absolutely no evidence, or even reasonable expectation if you ask me, that he is peeping into your apartment.

If you continue to witness behavior that you perceive as sketchy, I suggest you take the advice quoted below, and mention you've noticed his helicopter and even that it scared you to see something outside your 3rd floor window!

Can you see any other buildings from your apartment? Any one of them could have a camera looking in your windows, which is probably a lot more likely (though still highly unlikely) than this guy and his helicopter-camera.

And I bet he'd tell you all about it if you said "Hey, whatcha doin?" the next time he's out there, I'm sure he'll geek out all over the place to tell you about it.

Honestly I think you're overreacting.

I guess I don't understand why you wouldn't casually ask him about the aircrafts or say "those are interesting what do they do" next time you are outside & he's across the street flying them.

I guess I'm curious why you assume, that if they had camera capabilities, they would be able to zoom & see into your place if he's across the street?

I just spent some time on youtube...looking at videos taken by helicopter-mounted cameras. I went there to disprove the OP's theory, and came away thinking she might not be as crazy as some of you seem to think she is. Camera/video technology is very good now, and you can see a LOT from a little RC helicopter. If this neighbor has got a camera on his RC helicopter, and if he's hovering outsider her bedroom window...I'm thinking he might actually be able to see inside.

Her suspicion is warranted but her approach assumes the man got the rc with a camera just to peep on folks.
