If this neighbor has got a camera on his RC helicopter, and if he's hovering outsider her bedroom window...I'm thinking he might actually be able to see inside.

I think all you have here is enough to be suspicious moving forward...definitely keep an eye on the guy and his helicopter, and be more conscientious of what you're doing with the windows open for a while. That seems reasonable for a person who is suspicious in nature. But there are waaaaaaaaaaaay too many "ifs" and "mights" here to call the cops or the apartment manager, in my opinion. Seriously, can you imagine that call? "Hi officer, my neighbor, who's not on my property, is legally flying a helicopter which may or may not have a camera, 30 feet away from my window, which he may or may not know is my bedroom, where I was fully clothed at the time. And then he stopped". Before you do anything, maybe think about what exactly the desired response would be?

After speaking with both the FAA and the proper authorities--a State Park Police agency:

FAA: There are no legal precedents regarding RC aircraft with cameras yet, because it's a new issue and they had no information on restrictions in the area because it's not their jurisdiction since it doesn't directly involve the area around the airport; but, because of the potential for privacy invasion and the proximity to residences in this particular situation, the FAA felt that police involvement will be necessary if it continues.

Park Police: It is illegal to fly RC aircraft on beach property. Period. Call immediately if you see him flying it again. "The camera part is creepy."

To be clear, I have no idea what his intentions are--may simply be just to enjoy the scenery--at least initially. Maybe he's just a nerdy RC plane supergeek. It's not my job to know what his intentions are, but it IS my job to protect my and my family's privacy/safety from a potential threat. There are no laws about standing on the beach taking pictures of my building. However, if there is a zoom lens, and the person is standing on something that elevates him/her to the level of my windows, then it becomes a problem. It wouldn't be the first time someone's innocent intentions went astray once they got a taste of what could be. It's almost as if some people live under a rock and don't understand just how twisted some of the human biological units can truly be. Watch a couple of episodes of I Survived... if you have any doubt. Every official I spoke with about it agreed that there was cause for concern when I mentioned that cameras were mounted on the aircraft, especially since the zoom capability of the cameras is unknown.

No, I don't know with 100% certainty whether or not the helicopter has a camera, but the fact that he had the goggles attached to the control case and on his head tells me that it's highly likely. The fact that his other aircraft has it also points to the high likelihood that the 'copter does or will. Also, the swiftness with which he suddenly packed everything up the other day after literally only a few brief minutes of flying AFTER the helicopter was hovering across the street from my window where I was standing implies that he knows what he was doing is breaking park rules and that someone was watching him, and that he was crossing a line with the camera thing. I think he had planned to put the goggles on and continue flying but got spooked.

I'm not sure how I'm going to proceed at this point. I'm really not into confronting someone because of the potential for things to go left...and that includes our potential to go left--not just his. It still isn't an issue for the apartment manager/owner. I'll cross that bridge if I come to it again. He may never fly over there again. I feel better knowing I have the law behind me and that even the male officials I spoke to felt the camera element is shady in a residential area. There is a flying field about 2 miles away--go there.

An unexpected, incidental benefit of this situation: I discovered that another curly (who shall remain anonymous, per her request) lives in my neighborhood and has also seen this guy and was concerned! I knew there were a couple of other curlies in this area, but not quite that close!

So he's out there again right now...I just called the park police. I hope they can get here in time.

Oh, and to the above comment about my apartment layout...his is exactly the same as mine. He knows where the bedroom is.

Frack...he's already gone. He knows. He was literally out there for 10 minutes--and most of that is set-up and take-down time.

eta - wouldn't be cool if you found the frequency he was controlling it with and like intercepted it! Just like steered it right into your living room window! lolol

All he has to do is stroll across the street at night and he has visual access to everyone's open windows. The beach is totally dark at night, though his helicopter has brightly blinking red, green and blue lights on it, just like the real thing, but I'm sure those could easily be disabled. It's also not as audible like typical RC aircraft, though in the still of night it may be. There's so much traffic noise when he's out, I can't tell how loud it is. But I've heard other RC aircraft over there before, and it was annoyingly audible even over the traffic noise.

I'm waiting to hear back from the Parks Dept. Supervisor to see if there's a way they can just mail this guy something about the park rules and see if that works. I don't have time or the inclination to stake out the beach every day, hoping the cops get here before he vanishes. I could take pics oh him and send the police to his apartment, but I'm really hoping to avoid all the confrontation. I'm hoping he truly just has no idea and will just go quietly on his own once he is made aware. This guy is a techie, and I'm not even sure that my apartment isn't under his surveillance. Like I mentioned earlier, he's got his own apartment under camera surveillance from all directions--which is fine--I'm all about security--I mean, he's got my apartment covered, too, if there is any monkey biz around here. But this additional degree of tech-savvy makes me paranoid of him.

More from the WTFIWWP file...a Paratransit driver has stopped his shuttle in the far right lane of the busy 4-lane road in front of me, literally blocking that lane of traffic, all so that he can stand on the traffic side of the vehicle and canoodle and talk with a lady friend. Traffic is having to veer into the oncoming lane to avoid these two; then, his friend simply walks out in front of moving traffic to get back to her car on the other side of the road.

Then...there were those 5 gunshots across the street 2 weeks ago tonight at 4 am...that apparently no one heard except my son (who had JUST arrived home) and me.

Sometimes it's a curse having this much access to others' shenanigans. It was almost better when I lived elsewhere in blissful ignorance and couldn't see as well...naaah.

A sternly worded anonymous letter, complete with a threat to send the authorities to his home seems to have done the trick. I mailed it Monday. Based on the sudden and unusual agitated exclamation I heard from the wife, I believe it was received on Tuesday...and I haven't seen the offending aircraft all week.

The supervisor from the Parks Department returned my call on Monday and gave his approval of all my ideas.

I hope this is the end of it.
