If you are meeting him on a one on one basis, then I don't think he sees you as just a friend. All my male "just" friends are in my college group . We hang out together, study together etc. but all the guys I have have met on a "we-are-just-friends-date" kept hitting on me and some even tried to ..umm get into my pants , when all they were just friends (to me) .
So if you want to keep a "just friends" relationship with him, i'd suggest you bring some mutual friends along.

I don't think I was much help, but be careful. Misunderstandings ruin good friendships and relationships.

Hmmm, I think I'm a fairly diplomatic person, but these matters are sensitive and I'd hate to a) continue to send the wrong signal (if that's the case), or b) give him the impression that I'm full of myself (if I'm misreading the situation).

So, I might arrange to meet with him at 1 on Tuesday for tea, and when he arrives tell him that I have somewhere else to be in about an hour or so.

I think his reaction to your time limit and how the interaction feels over the next hour can give you a little more insight into his feelings.

I tend to suss things out before I make any hard and fast decisions on what to do.

Can you reply with something along the lines of "I can meet you for tea at 2 on Thursday, that'll work out great because I've got a date at 330 in the same past of town". That way he knows he's friend zoned and not on a date. If all he's looking for its a friend, then not a big deal at all.
