Maybe it's some bizarre attempt to get a man. Maybe she heard that adage, If you cook it, they will come. So she tried it, but they didn't come. Perhaps she doesn't have the airflow that will allow the juicey aroma of the steak permeate the street, bringing the men in. So now she leaves it outside her door so all the mens can see that she has steak and say OMG she has steak! I need to hook up with her!
That's all I got. I can't think of any other reason why someone would leave meat outside, besides just being disgusting.

I'm so confused. You can get lasagna delivered? Chicken fried steak??? That must taste nasty old or preserved. I guess you refry it? Now I want both. Beef lasagna, yum.

^Chicken fried would be like any fried meat you'd get frozen. But lasagna is weird. You can buy it at the supermarket. 
And risotto cakes are made from leftover risotto, so it just seems a weird thing to mail order, especially in areas with Italian delis handy.

Is the hallway heated? If not, maybe she's thinking being outside is as good as refridgeration. I sometimes put food outside in the winter when I run out of room in my fridge...mostly around the holidays when I just want to keep something cold overnight until I can use/serve it the next day.
If the hallway is heated, then she's just nuts leaving her food out like that. I'd be tempted to relieve her of those delicious steaks before they go rotten.

Years ago when I broke with my bf he started sending me Maine lobster (from Maine, flown in to Maryland) at my house and dozens of roses at my work. When it first started I wasn't even in town and he called my father (he'd never called my father in the five years we were together so it was just beyond weird) and told him about the delivery so my father went to my house and got them. They would come weekly or so. It was insane. Finally I called the Company and said to come back and get them. I didn't want them. I felt so bad since they were live lobsters but after months of this crazy stuff I was looking for any way to end it.
It was the same way with the flowers. At first I gave them to the people in my office but after a while they would all hide when the florist would come. The retirement home didn't want anymore flowers. So much waste. So I guess who knows what's going on with your neighbor. You could ask.

No! Sometimes she's left them in the front vestibule which I can ALMOST understand because it's cold. But not locked so anyone could come in and take those packages. But the hallway is heated-- and we're on the third floor.
She's in her late-50s, single. She walks with a cane so I've thought sometimes that maybe the packages are too heavy for her to carry up and that's why she leaves them downstairs. But now she's just been leaving them in our hallway.
