Default Odd neighbors

We moved into a house and the neighbors to the left of us are odd. They are being foreclosed on and have quite a bit of people living in the house. One guy in particular will come down to the end of his driveway and just sort of stare around and if you are outside he will just stare at you. It's definitely creepy. I was putting the garbage out one day, the same time he was and he stopped just to watch me.

My main issue with him is the garbage. Garbage pickup is tomorrow morning. I put the trash and recycling out and then he must come and mess with it. I don't know if he is picking through our trash or what. He throws his stuff in our recycling bin. Puts some of his garbage in our trash. I put the trash out with the lid on, then went out to go somewhere and the lid was on the ground and some garbage was put in there. So if the wind blew pretty hard all of our garbage would go all over the ground. He has like 5 of his own garbage bins and plenty of room in his recycling bin. I don't know what his problem is. I was thinking of putting a sign on his trash, Dear creepy neighbor, please use your own trash/recycling bins and keep your hands off of ours. Thank you.

Maybe the neighbors can't afford to pay for garbage pickup, so they're sneaking into yours??

Next time you see him at the end of the driveway starring at you engage him in a brief conversation and go back in your house.
As far as your garbage issue, write him a letter and hand deliver it so you can make sure he got it. Follow up with him a few days later just to make sure he gets the point, if not, go to the HOA.

Perhaps this man has a physical or mental impairment & this is a community home?

I try not to engage creepy people. If they are being foreclosed, I'd just wait for them to move out. It'll probably happen soon. In the meantime, I'd put the trash out right before pick-up, so creepy-guy doesn't have a chance to mess with it. And make sure you shred any personal stuff before you put it in the trash.

Definitely shred anything personal.
