There's a bunch of different English translations here, and I think the meaning is unambiguous. I don't think it's odd that the Bible mentions this. Dildos have been found in ancient Middle Eastern tombs.
The sentence as a whole is a metaphor, though. And it's not from one of the Five Books of Moses. I could swear there's at least one other passage as well, but I think I'm done with googling the words "dildo" and "bible" together. (It mostly turned up sex manuals, which for some reason I hadn't foreseen.)

I'm not exactly an expert on the history of gem-cutting, but I think a lot of jewels back then were cut in the cabochon shape, which is smooth and domed instead of faceted. So who knows?
We'll need to wait for the History Channel to roll out Dildos of the Bible or something 
Oh, and don't forget Ezekiel 23:20.

The context in this part of Ezekiel is the 'whoredom' of Isreal. Israel is being approached as a bride of the Lord. He's dealing generously with her, and preserving her, while the prophets in Israel are squandering their position, serving other interests and idols. In this passage their idol worship is the topic. It is possible an obscenity is being spoken to if considering the original Hebrew, but I wouldn't call it unambiguous. With the question open, the meaning isn't lost however.
To understand what's going on there the context helps reveal it. The hebrew word that translates to 'of men' is 'faces.' If the concept of fornication here is taken to mean literal fornication, then it would apply in other situations...but the entire passage is about the fornication-the disloyalty of Isreal.
The passage goes on to say:
And tookest thy broidered garments, and coveredst them: and thou hast set mine oil and mine incense before them. My meat also which I gave thee, fine flour, and oil, and honey, wherewith I fed thee, thou hast even set it before them for a sweet savour: and thus it was, saith the Lord GOD.
Moreover thou hast taken thy sons and thy daughters, whom thou hast borne unto me, and these hast thou sacrificed unto them to be devoured. Is this of thy whoredoms a small matter.
And before it got to the verse in question, other 'whoredoms/fornication' were spoken to. So given that you could take the Hebrew literally and it's open that it's painting a picture of that kind of love of the idols, it also doesn't mean it must not be simply because there's a general metaphorical fornication being talked about (though it seems consistent to look at it that way). That would hit it home, and Israel's attitude is being hit home all throughout the passage. What it eventually comes around to is Israel being put up with even so, the promise being kept.

Again, 'she' is referring to Israel. This is reflecting Judah (of the 12 tribes of Isreal) being sold out to Egyptian idolatry, which included celebration of the sexual heat of horses. I don't automatically know this stuff lol, but I have a textually critical commentary on Ezekiel in front of me that discusses it.

I noticed you picked up on that about the passage in 16...didn't mean to make it sound like you hadn't.
My impression is that even in recognizing the metaphorical context, there's not enough info to say a dildo is being talked about. The element that would persuade someone that way is the 'committed with,' but the issue back with that is the 'faces' in Hebrew. And I know there's other passages with the same theme where 'committed' is used when there isn't a way to literally do the act.
As for 20:23, I meant 'again' as in, 'we have the same thing here' since that wasn't established in reference to that verse yet. Not hammering it in that it's metaphor
