I have the same problem as your daughter, frizzes all over the front of my hair, so when it's really bad and showing, I braid it, like the two pictures in this link: http://www.everythingfab.com/2009/03...ming-hair.html
I don't braid all the way down like in the first picture just a little bit and then I use a clip and bring the curls to the front to cover the clip. I bet it will look so cute on your daughter. I actually do this sometimes with my 2 years old even though she doesn't have any frizz problem, but it looks so cute on her little head especially with the different toddler clips I put on her hair.
When I do it on my hair, I use oil and I don't braid it tight, it will only make the problem worst if it's too tight. I actually have been noticing that it's getting longer (finally).
