There was a restructuring plan proposed in late December, but it was patently rejected; mainly because it would call for union concessions in 2009, but the union wanted to wait until 2011. There was no incentive to negotiate. Everyone knew that there were going to be billions available in a bailout, so what was the point? We've thrown billions right down the drain.
