How exactly is a Deva cut done? Does it work for all curl types?

I'm curious about this method and if it works for all curl patterns and for people with multiple types. I currently get my hair dry cut but it's not Deva.

P.S. Just to be clear that we're talking about less hair per clump, not curls that are skinnier looking. So you can have fully formed wider looking ringlets that don't clump as much.
