Plopping never worked for me either. Definitely go for a leave-in topped with a light gel if needed. My favorites are Innersence Leave-in ($20) and Naturelle hypo-allergenic gel ($5.59 at Sally's)....

A tinted moisturizer would probably work great with a dusting of powder over the top. I've heard that Bobbi Brown makes a nice tinted moisturizer.
