curl hiding underneath
No matter what I do to my hair, or not do, I always end up with my top layer being really frizzy and straight and all my nice curls being under it and on the sides. Is there any kind of product or trick I can use to get the top layer of my hair to hold it's curl?

Have you tried applying upside down? When you said 'straight on top' it made me think that either you're smoothing on products right side up and it's getting to much on top that weighs it down/over-conditions it or you are applying them upside down the top isn't getting enough to form curls.

curl hiding underneath
Listens here - I have a similar problem! Even my haircutter comments on it, as I have such nice curls underneath that blah canopy that just waves, and sometimes wants to go straight and flat. The curse of mixed-texture hair - ugh! I just envy people whose curls show pretty consistently over the whole head!

I'm new at this, but I've read that after you scrunch upside down, gently flip up so you're standing upright.
Then do extra scrunching on your canopy, and if any parts seem to still be resisting, to take those sections, wrap them around your finger and then pin them (with the pin not flat against your head) to set to dry.
I'm actually trying that for the first time today and things look pretty good so far (still drying lol )

Do you think it could be your cut? I had been trying to grow my hair out a bit, and my layers were very long. My canopy was a mess, but I still had that good curl underneath. I realized my hair looked awful and going longer was not that flattering on me. So, I got a really great cut. About 3 inches off the length, and then she totally went through and gave me all new layers. This layering has completely revived all my curl, and I just LOVE my hair now.

Been there. All the advice you've gotten is excellent. As
jlpmom suggests, the right layering is key and as NoMoreStraightPerm says, scrunching product in upsidedown is important. I would add that leaning over & using the PixieCurl method of drying helps. It's also really important to use very moisturizing conditioners - I find this really helps to keep more curl in my canopy.

same here. I can get ringlets underneath and almost straight on top.
Going CG has really helped with getting more wave on top. Pixie curl diffuse to made has made the biggest difference.

I'm hoping this is the case with me. I'm getting it cut on Monday and decided to go shorter. It's getting stragglier and even more straight as it gets longer. The ringlet's underneath are also elongating. I just don't think I look that great in longer hair. Hoping for some nice layers!

For another perspective...
The canopy tends to be the driest and most damaged layer, and the ones underneath are better protected.
If the canopy is consistently dry, I'd look at a lack in either protein or moisture or both or look at heat styling and/or chemicals used on the hair.
I notice this more on me in the winter, and I need more conditioning to keep the canopy curly.
