Silicone build-up

Will a low-poo (Giovanni's 50:50) remove non water-soluble silicones?

Yes.

Yes, but if there's a lot of build up honestly I'd just use a sulfate shampoo.

The Giovanni Triple Threat Tea Tree is a clarifying non-sulfate shampoo. It would give you the best results. Also Jane Carter Invigorating Shampoo will definitely lift EVERYTHING off your hair. If you use either, be sure to do a real good deep conditioning and seal with oil and moisturizer to replenish the nutrients back into your hair
