If Cocoamedropopyl betaine is in my shampoo, can it take the unsoluble silicone off my hair?

Yes. Since coco betaine does suds up, it should take off silicones. That should break the barrier of the silicone on your hair. It has worked on my hair, but I will say that I never put water insoluble silicones on my hair daily. There's little or no build-up when I do use coco betaine.
