I've got super hard water (East of England - about as bad as it gets, anywhere), and I actually prefer hard to soft. I went back to the US where my parents have a water softener (potassium, not salt), and my hair actually went bezerk. I find my PTs and DTs 'stick' better with hard water. I think it's got something to do with being so porous. I do a chelating cleanse about once or twice a month (Daily Fix, as goobernut recommended above), just to remove any excess buildup. I do find too much hard water creates frizz and causes moisture problems, but as long as I don't have too much and cleanse regularly, I'm fine.
3b/c. Fine, med-high porosity, normal elasticity. Hair loves oils in summer, protein in winter. Constantly battling the hard water monster.
