Measuring Waist Size?

With the low-rise, mid-rise jeans out now, I was thinking where do you actually measure your waist size? My husband saw some Lucky brand jeans at Costco and wanted to buy me a pair but had no idea what size to get me since they are by waist size. When I went home last night I went to measure my waist and thought "Where do I actually measure?"
Interesting question, I never thought of that. I guess you measure wherever the waistband would fall?

I had this same dilemma when I ordered some jeans a couple weeks ago. I measured my natural waist - the smallest part - much higher than where I'd be wearing the (low rise) jeans. They fit perfectly. I believe you'll need to measure your hips though, to be sure they'll be right for your hips. I got somewhat lucky on the Old Navy, as my hips and waist were right in the size I ordered and they're perfect.

Generally though, I think "waist" still means "natural waist" and not where the jeans hit. Go by your hip measurement. HTH.
Thanks for the replies! I've never been able to wear Old Navy jeans. Whenever I order my size they are always too small and I have to return them.
