Hard water hair help?

So I was born and raised in Dallas, Texas and we have terrible water. I didnt know exactly how terrible it was until I recently spent 3 weeks in New York. In NY, my hair had 0 problems. It looked exactly how I want it to, about a 2A (with some 2B). Back here in TX, my hair is terrible, just terrible. It's frizzy, and poofy, and feels kind of like straw. I now know that it is because of the water and not because my hair sucks. Where do I go from here? How do I deal with hard water? We're not getting a filter for a while longer.

Purchase a bottle of Braggs apple cider vinegar. Mix 1/4 cup into 2 cups of bottled water. After you have shampooed and deep conditioned your hair. Rinse out your DC, then pour the ACV rinse over all of your hair, try to use it all. Allow the ACV rinse to sit for 3 to 5 minutes. Then rinse good with cold water.  Proceed with styling. You should notice softer shinier hair and a big reduction in your frizz. You will notice your hair stay conditioned longer.
