Olive oil, sweet almond oil, castor oil (heavy oil), avocado oil, grapeseed oil, and jojoba oil will work as a good sealing oil. You might have to figure out whether your hair likes a light oil or a heavy oil to keep in moisture.
If your scalp is seriously dry or irritated with the use of oil you should see a doctor (who may refer you to a dermatologist) that will prescribe medication to deal with the underlying problem with your scalp first since you may have a condition within the scalp (maybe you have serborrheic dermatitis or just seasonal drying of the scalp). You could also ask them the possibilities of other oils to use such as argon oil, castor oil, jojoba oil etc. and even shea butter that are safe to use on your scalp in the mean time.
