How do I repair the frizzy inner layer of my hair?

My hair is really weird...the outer part is relatively moisturized and has decent looking waves...however the inner part (like when I lift my top few layers) is so frizzy and damaged it looks peeks out from under the nice layers and gives my hair that ugly POOF. I don't know what to do with it. It also has a very weird shape - like tiny, tiny kind of looks like arm pit gross! I don't know if it's just damaged and needs to grow out or if it's something else...any suggestions? Could it be from thinning? (I don't know if I could live without thinning my wild hair)
