How to best moisturize curls in the winter?

I live in Toronto, Ontario and right now it's practically winter time and the air has gotten very dry and it also tends to be quite windy on a daily basis. This causes my hair to frizz a lot, and I really don't know what to do anymore to prevent frizz. I use conditioner silicone free, hardly wash with shampoo, I sleep with my hair in a pineapple sometimes wrapped, I always use leave-in conditioner after I shower and I diffuse my hair on low heat and power with a heat protectant spray but my hair still ends up frizzing on day 2 and 3. I also wash my hair 3 times a week during the winter and 4 times a week during warmer months. Is there something else I should do? Also I have a combination of 3a/3b curls.

do the loc method which is liquid oil and cream. the best way to d this is to use water one of your favorite oils and a thick cream to close your cuticles this is the best way to keep in moisture durng the winter.
