I have used CGM for 6months but my hair is dry and I have many types of curls, all dry! I need help!

Every day, I either wet my hair (sink), put a dollop of conditioner in my palms and spread it through, comb, and tie it up in a high ponytail (it looks like a big puffy bun bc my hair is layered and reaches barely my shoulders) without pulling too hard. Once every 3-4 days, I do a full conditioning-- these are my steps- I spread conditioner through dry hair then step into the shower and scrunch-squeeze. Then, I massage my scalp with conditioner, rinse out, then soak my hair in conditioner (I use 'Sukin Nourishing conditioner for dry/damaged hair' and 'Trader Joe's Balanced Moisturizing Conditioner'), untangle with my fingers and then a wide toothed comb, and SCRUNCH some conditioner out, maybe splash water over a couple times. Then, i scrunch with microfiber towel and apply leave in conditioner and 'Deva-curl ultra defining gel'. At that point, my hair looks fine. But as it dries, the canopy of my hair dries out and turns to wavy frizz, not curls. Underneath the dry puff, I have tight, short curls. Once i reach the nape of my neck, I have oily waves that have no frizz at all, nor knots. I just got a trim 2 months ago at a curly salon, but they brushed through my knots and treated my hair as if it were straight. I purposely leave in all the conditioner at the top of my hair (nape), but it always turns out dry and lackluster. How do I make my curls shine and be healthy? As I said, I have been using the Curly Girl method for 6 months now, and I don't understand why my hair isn't responding to it as well as other girls' curls. I'm not ready to give up on the CGM-- I want and need to figure out what I am doing wrong. Sorry for the long messgae-- thank you!!!!
