If it's wet, it will definitely shrink. You can do them on already dry hair as well.
I have curly 3a type hair that's just below my shoulders. When I want wavy hair that doesn't curl up as much, I co-wash, put in my leave in and wait till it's just damp and wrap it around my head using bobby pins so that the hair is laying flat on my head. I can do all of it with five or six pins. I wrap a silk scarf around it and by morning it's wavy but I would even say it's straightened too. A little while later my ends start to curl a little but the rest is just wavy. I don't do it very often at all but it will last a few days.
