How Do You Properly Detangle Fine 3c/3b Hair?

I have read so many different things about how best to detangle natural hair. My head is spinning! I have fine 3c/3b hair and it tends to break easily. So I have a very low maintenance weekly routine. With this in mind is it best to detangle it wet, damp or dry? Should I use my fingers, a paddle brush, or a wide tooth comb? (I usually use paddle brush on damp hair every two days, but I see too much breakage in the brush, so I switched to once a week) What products do you all find to work best during detangling? (My hair in its current condition is in the photo)
