My hair under isn't curly , why is this ? what should I do?

Everyone has a different curl pattern, and often times there are more than one type of curl pattern. For me, the front is more 3c, but the back is 4a. There really isn't much you can do to even out the pattern except for braid-outs, twist-outs etc that will make the whole head of hair look the same. I texturized my hair to make it all even, but some disapprove of chemical use in hair.
You could try Curlformers, I have friends with straight hair who used them and it really worked to create full bouncy curls! Plus it's heatless, so it won't damage them. It sounds like you might also be referring to the fact that your hair has multiple curl patterns? That's totally normal, if some of your hair is curlier than others you could also try a twist out to get a more uniform look.
It's pretty common to have different hair patterns on the same head. Nothing to worry about! You can try some of the methods the ladies mention, but I wouldn't worry too much about it. 
I have the same problem, sometimes I use different products for the different textures in my hair and it worked well for me
