I have 2c and a bit of 3a, but I have an underlayer of hair that isn't as curly. How do I fix that?

It's pretty common to have different hairtypes on the same head. There's not a lot you can do about it. :)
A lot of people, wavies especially, tend to have an underlayer that's either straighter or curlier than the rest of their head. Unfortunately, this is just a part of your curl pattern. The only way that I can think of fixing it is to braid it and let it dry in the braid.
