I have type 2c hair and while 3/4 of my hair is curly, the top 1/4 stays straight. Why is this?

I'd like to know why the top 1/4 of my hair remains straight when the hair underneath it - 3/4 of it - is curly? Is there something I can do to change this?

Look at mine. It's because we are not 3A's! It our looser 2c curl pattern. It's normal (unfortunately). However, if you hair is heavy and long a few strategic layers can help and release some weight. But even if you cut it short you might not see a lot of curl at your roots it's just how looser curl patterns work in general.
