How can I get more volume in my roots and in the back?

Hello everyone! I am new, so I am still figuring it out. I have low porosity, medium type 2b\2c hair. I just cut 10 inches off to donate and my hair is now shoulder length.I want to make it as curly as I can, but the back and underlayers are always flat and limp. Also my hair doesn't start curlng/waving until about eye level. Is there anything I can do to make my roots curlier? I am also having a problem with frizz and some places of my hair is undifined. I use Burt's Bees sulfate free super shiny shampoo and conditioner and I detangle with a wide tooth comb. I scrunch my hair dry with a t-shirt and add a tiny bit of Organix moroccan argan oil. Then I scrunch with Giovanni strong hold styling gel and plop for about 45 minutes. Then I use a diffuser to dry. Sometimes my curls get bent in wierd directions and dry that way, which may be because of the diffuser, but I want as much curl as I can get. The front is usually fine but the sides and back are the problem. Does anyone have any advice??
