Can the ends of your hair be a higher porosity than the rest of your hair?

I'm curious:I have struggled with puffy ends for about one year now.  I have been natural since February of 2013. Moisture, moisture, moisture is recommended for dry/poofy ends. Seeing as how the ends of your hair are the oldest, most delicate part of your hair...does it stand to reason that the ends can be a higher porosity than the rest of your hair (from the ends to about 1in from the scalp)? The rest of my hair is definitely low porosity and fine. Would it make sense that the ends of the hair's cuticles stay open or are a higher porosity, which is a reason they seem to stay so dry?

This is definitely possible. If your ends are damaged, cutting them would be the only way to fix them.
